Working under the direction of the Los Alamos County Council, (Click on icon to left of headline to Why is Los Alamos County studying an FTTP (fiber-to-the-premise) Network? From the FAQs at: http://www.losalamosnm.us/projects/itd/Pages/BroadbandFAQs.aspx If implemented, the Los Alamos County fiber network could accommodate voice, internet and video. Residents would have access to common web ‘portals’ for selecting services on the network, which would act as an electronic marketplace for the community. Residents would also have the potential to increase their access speed to the internet as well as their economic potential by conducting more “at-home” businesses via the internet. It is feasible that the quality of family life would be increased as the 1 Gig access speed could potentially allow for an increase in the number of telecommuters and teleconferencing in the County, thereby reducing carbon emissions. Projections by leading web providers, such as Google, are that as higher speed service is available in communities, more services will be developed to utilize these services. Fire Fighters Save Los Alamos' Pajarito Ski Hill “…aggressive with structure protection on the mountain and allowed us to use some tactics that have saved many trees…” (LOS ALAMOS, NM) – Wreaking havoc on Northern New Mexico, the Las Conchas fire consumed more than 150,000 acres primarily on the Santa Fe National Forest and parts of the Valles Caldera National Preserve, Bandelier National Monument, Pueblos of Jemez, Santa Clara, Cochiti and Santo Domingo, and private lands. Fortunately 215,000 gallons of water was available to fire fighters to suppress the blaze around Pajarito Mountain thanks to a new water diversion/storage tank and hydrant system built and placed into operation a year ago by the Los Alamos Dept. of Public Utilities. New Mexico State Legislature approved Los Alamos County’s request for the New Mexico Capital Outlay Project to improve the existing fire protection in and around Pajarito Mountain and the Los Alamos County recreation site at Camp May. Funded in part through Severance Tax Bonds in the amount of $650,000, the existing undersized 60,000 gallon water tank and two fire hydrants were supplemented with a new raw water collection system, pumping station, pipeline, and fire hydrants. Los Alamos Department of Public Utilities completed the project in July 2010. Included in the new fire suppression system is a below grade pump station that collects water from spring snowmelt. The untreated, non‐potable water is pumped into a 240,000 gallon steel tank that is filled in the spring and stored until needed for fire protection. Five new hydrants were added and strategically located to protect existing structures. These hydrants are fed from the new tank through 4,000 feet of new water line. According to Los Alamos County Assistant Fire Chief Michael Thompson, “Our crews and Forest Service Crews used this water throughout the event. It gave us the ability to be aggressive with structure protection on the mountain and allowed us to use some tactics that have saved many trees while the underbrush burned out.” Sponsored by the late State Representative Jeannette Wallace, the total $650,000 was approved by the 2007 and 2008 Legislatures comprising two construction grant agreements: 1) Special Appropriation Project Number SAP 07‐3232‐GF in the amount of $450,000; and 2) Special Appropriation Project Number SAP‐08‐3117‐STB in the amount of $200,000. “We are grateful to Representative Wallace and the State Legislature for these funds. This is an investment that has already paid off,” stated Los Alamos Department of Public Utilities Manager John Arrowsmith. ### The Department of Public Utilities (DPU) operates the county‐owned electric, gas, water & wastewater systems under the jurisdiction of the Board of Public Utilities. The Board meets the third Wednesday of each month at 5:30 p.m. and the public is always welcome. The DPU is funded by rates paid for electric, gas, water and wastewater services and auxiliary fees, and has provided the community with these services for more than 40 years. Established under Article 5 of the 1968 Charter for the Incorporated County of Los Alamos, the DPU provides payments to Los Alamos County in lieu of the franchise fees and taxes that would normally be assessed against a privately‐owned utility. In 2008 the DPU added provision of centralized customer service for the county to its service offerings. Deputy Utility Manager Rafael De La Torre leads both the Smart Grid and Electric Grid Maintenance projects. In a late August 2010 interview with KRSN's Nancy Coombs (accompanied by DPU's Public Relations Specialist Allison Majure), De La Torre provides background and depth on the Smart Grid and on Los Alamos Dept. of Public Utilities renewable power and reliability enhancements. Smart Grid The Los Alamos Dept. of Public Utilities and an overseas partner are teaming up to develop smart grid technology here. Smart grids are new-generation electrical power networks that efficiently control and balance the supply and demand of power through digital information that integrates small and large-scale renewable energy sources. The Los Alamos Smart Grid demonstration project includes: • A 2 megawatt photovoltaic solar array at the former landfill on East Jemez Road • A large scale battery storage system (up to 7 megawatt hours of storage) • A Smart House in Los Alamos, built or retrofitted with the latest construction techniques, smart meters, and smart appliances for optimized power consumption to enhance conservation and comfort. Project planning is underway, with planned construction to begin in Spring 2011. Through a Power Purchase Agreement, the DPU will oversee construction of 1 megawatt of solar, while NEDO (New Energy & Industrial Technology Development Organization) will fund and build 1 megawatt. Overall investment for the full project is estimated at $17 million for DPU's partner and $10 million through the DPU's Power Purchase Agreement. Enhancing Electric Reliability In addition to power generation, De La Torre discusses initiatives to improve the reliability of electric distribution in Los Alamos. The DPU's current long-term plan to renew the infrastructure of Los Alamos' overhead system will address 7 circuits in 7 years with Circuits 15 & 16 fist in priority. Circuit 15 serves North Community through to the Aspen and Ponderosa Estates neighborhoods. Circuit 16 serves a small portion of Downtown and all of Barranca and North Mesas.
